General merchant property developers are companies that engage in the business of developing real estate properties for commercial and/or residential purposes. In Malaysia, these companies are required to be registered with the Companies Commission of Malaysia (SSM) and to comply with the provisions of the Companies Act 1965.

General contractors are companies that undertake the construction of buildings, roads, bridges, and other infrastructure works. In Malaysia, they are also required to be registered with the SSM and to comply with the provisions of the Construction Industry Development Board (CIDB) Act 1994.
