SCIB - NOTICE OF RIGHTS ENTITLEMENT

LISTING'S CIRCULAR NO. L/Q : 20801 OF 2003

Renounceable Rights Issue of 18,000,000 new ordinary shares of RM1.00 each together with 18,000,000 free detachable warrants at an issue price of RM1.00 each payable in full upon acceptance on the basis of one (1) new ordinary share of RM1.00 each together with one (1) free detachable warrant for every one (1) existing ordinary share of RM1.00 each held prior to the Bonus Issue at 5.00 pm on 28 October 2003 ("Rights Issue with Warrants").

Further to Listing's Circular No. L/Q: 20503 of 2003, in view of the closure of the Kuala Lumpur Stock Exchange and its subsidiaries on Monday, 24th November 2003 in conjunction with the "Hari Raya Aidil Fitri", members are hereby advised that the Rights-entitlement dates will be changed accordingly as follows : -

1) The Rights commence of trading : [ 5 November 2003 (Remain Unchanged) ]

2) The Date of Despatch of the Prospectus and Provisional Allotment Letter of Offer :

3) The last day and time for Acceptance, Renunciation and Payment :
[ 3 December 2003 @ 5:00pm (Remain Unchanged) ]

4) The Rights cease quotation : [ 18 November 2003 (Instead of 19 November 2003) ]
